~ Milencia ~

Milencia is a sprawling metropolis located on the eastern coast of a rather expansive nation known as Gleilianza. The primary language of the city and surrounding areas is English, though architecture, culture, and food is heavily influenced by European and Asian cultures, specifically those of Italy, France, Japan, and India. As such, these languages also pervade certain parts of the city and make for rather interesting dialects within the city's vast limits.
The city of Milencia is unofficially split into five districts.
- Commercial District -
At the very center of the city is the Finance District. It is the wealthiest and second largest district, encompassing a more-or-less circular area. Within the confines of the Finance District, one will find high-rent apartment complexes along with various tall buildings belonging to large-scale corporations. Among these corporations are near-monopolies such as Three Kings' (power corporation; the primary provider of power to the entire city), RA-serv (technology company; focused primarily on personal technologies such as phones and computers), and Griscorp (machinery corporation; focused primarily on large machinery such as war tools and transportation). These are generally referred to as "The Big Three" as it is their money and businesses which usually serve to keep Milencia afloat and competitive in the global markets. Each of them has their own building, dozens of stories high, located at different points throughout the finance district. A good majority of the folks living in the upscale Finance District apartments are employed at these companies. Each year they each take in dozens of new interns from Milencia University. Which brings us to...
- "That really great food place" -
Also referred to as the "Food District," this district is most peculiarly shaped. Nestled neatly within the larger Windy District, this district is home to the most popular food restaurants in the whole of Milencia. Rumor has it that those who set up shop here made an accord to all set up in the same location in order to compete and see whose food was the best. Most people don't believe the rumor. The three big names of the Food District are Fernando Giseppi, Kashmal Naham, and Mizuno Takahashi. They run a pizzeria, a shawarma restaurant, and a sushi restaurant, respectively, each named for their owner's family. They are all family owned and operated, and they share the business of the district quite decidedly fairly and are all good friends (and bitter rivals) with each other. Generally speaking, if someone asks a Milencian where their favorite place to eat is, it would be always recited as Giseppi's Pizzeria, Naham Shawarma, or Takahasushi. Without fail. Rumors abound about one Jaques Rousseau who attempted to open a restaurant here called Rouss-cargot, but it just never caught on. They say Rousseau never quite got over his grudge of being shunned by the three families who command the food market of Milencia.
- Windy District -
The Windy District, sometimes also referred to as the "Political Shithole" is where the municipal offices of Milencia are all located. Wrapped around the Food District and centered at the northern edge of Milencia, the Windy District is quite possibly the busiest of the five for young people. This is not least because Milencia University is located near the southern end of the district, almost adjacent to the Food District. City Hall sits to the northwest of the district, and Milencia's most esteemed Library, Police Department, and Fire Department are all also located here. While most districts also tend to have smaller Police and Fire Departments, the ones here are the central hubs for each of the two public companies.
- Culture District -
The Culture District is the largest district of Milencia and is also home to four "sub districts," which, while they do not encompass the whole of the district, they do take up a good portion. These are "Little Italy," "Little Japan," "Little France," and "Little India." People so inclined as to remain with their primary heritage tend to take up residence in the relatively low-cost apartment complexes in these places. Cost of living in any of these four districts tends to be significantly higher if you don't fit the appropriate race code. Within each of the smaller districts, it is very likely to encounter native speakers of the district's particular culture's natural tongue, so a community is naturally formed over this common ground. The Culture District is filled with various shops and such themed to the culture of the particular area, due to the strong cultural values of those who take up residence here. While the four small districts are very strict in who lives there, the rest of the Culture District is a massive melting pot of people from all over the world, who tend to bond just as much over the differences in culture between them as they do over the similarities. Very few families feel out of place living in this district.
- Ocean District -
The Ocean District takes up the majority of the eastern edge of the city, connecting the Windy and Culture Districts together, while running alongside the Commercial District, to the west. The Ocean District houses all of the ports in the city, along with each of the Big Three's warehouses. There are quite a few apartments here, as well, where people live, and many who live here also work here on the docks or even on the boats belonging to one of the large (or small) companies in town. Still more are fishermen or trawlers who own their own boats and can be seen heading out to sea every morning to bring in a living. It is in this district in which the Praesent Academy for the Exceptionally Gifted sits. It stands south of the docks, just outside what would normally be called the city's limits. But more on that, later. The docks are all stone outcrops with large, metallic superstructures designed to help get freight on and off of the large steam ships which are in and out of port on a near-daily basis.

The Praesent Academy is located just outside of Milencia, to the southeast. It's a short 15 minute walk from city limits, so, for all intents and purposes, it is considered an extension of the city, despite being its own principality.

The academy sits on a tall outcropping which drops off sharply to the ocean far below. The bluffs are only a short way from the back of the school, and the students often enjoy supervised climbing exercises along the sheer rock face for strength and courage building. The bluffs are rocky, though the rock only extends a short way after the lush green grass fades away. Various wildflowers are known to grow along the length of the bluffs, up and down the coast.
The grounds of the school are largest to the southern side, to the right from the entrance, should you face the school. They extend for many acres and are littered with various mysterious caves and a rather forlorn forest far to the south which runs right along the bluffs. Some trees, oddly enough, jut straight out from the rock walls before soaring skyward. The grounds are expansive and open to students, though any expeditions down the bluffs must be overseen by an adult teacher. Students are able to climb down whenever, but they are likely to get into a great deal of trouble if they disobey this order. As of yet, no students have ever died or even been seriously injured off the bluffs, as few are foolish enough to take the drop lightly, and those that are tend to be ones who could survive such a fall in the first place, due to their mutations.
From the streets of Milencia, the Praesent Academy is all but hidden behind an impenetrable, massively tall tower of hedges behind a thick wrought iron fence. A locked gate marks the sole entry into the grounds which would not alert the defense drones to the presence of an intruder. If an intruder is detected, the hedges immediately close in around the poor soul, trapping them in a literally endless hedge maze. Eventually, they invariably find themselves walking back out into Milencia, and most who have this happen to them vow never to try again.
Beyond the locked gate, should you be lucky enough to possess a key, you would find a long and winding cobblestone path which is walled on either side by ten-foot hedges. After fifteen minutes of sustained walking, you would find yourself in an open courtyard, also of cobblestone, which leads right up to the front door of the school. In the center of the courtyard stands an intricate, stone fountain carved into the shape of a tall and distinguished man. Water shoots up from the base around his feet and cascades into a crystal-clear koi pond which runs circularly around its base.
The cobblestone path can be followed off toward the left (north) to find an extensive, asphalt parking lot which is peopled not by cars, but by aircraft. A large jet, a streamlined helicopter, and several smaller craft take up the majority of the space. Along the north wall of the building are also various garages, in which various wheeled vehicles are stored, including motorcycles and cars. Those tend to be individually owned by teachers at the school, though some of the older students have possession of a motorcycle or car of sorts, as well. They are infrequently used, even by those who own them, as the school itself is well-enough stocked that those who attend need only leave the confines of the grounds if the fancy strike them to go out for a day or night on the city.

The Teachers' quarters is OFF LIMITS for Students. They do not have access to the Meeting Room, and the elevator which spits out just west of the koi pond is hidden and can only be accessed with a Teacher's Credit Card. The door connecting the Trophy Room to the Meeting Room is similarly locked.

Students at the Praesent Academy for the Exceptionally Gifted do not enroll. They do not choose to attend. In accordance with Article 1 of the Mutant Registration Act, new Mutants' powers are documented and kept in City Hall in Milencia once they activate. Powers generally activate during puberty, from ages fourteen to eighteen, with very few (if any) activating any later than that.
The current Headmaster of the school, Allison Praesent, is handed copies of these documents on a monthly (sometimes more frequent, as explained later) basis. She and the teachers confer over the new Mutants and decide which ones they should recruit to the school. Those who are recruited tend to be pulled in for one of several reasons.
1. If a Mutant displays a mutation which is particularly powerful or versatile, Praesent will push to recruit them, as those with the greatest power must be corralled and raised in an environment that will spur them to help humanity, rather than threaten its destruction.
2. If a Mutant's power poses an immediate threat to him/herself or others, the team will generally unanimously agree that the Mutant should be recruited. These sorts of profiles tend to be rushed to Allison's desk within a day of the government receiving them, and such dangerous individuals are generally retrieved within the week, after suitable preparations have been made at the school. These Mutants are recruited so that the headmaster and her team of teachers can help the youngsters master their powers and thus mitigate the danger they pose. They tend to be the most loyal to the school in the end, finding the helping hand to be one of the most beneficial things to have ever happened in their life.
3. If a Mutant is directly related to a member of the staff, they will often be afforded a spot at the school, unless their power is especially banal, such as one involving naught more than an ability to fly or 20/5 vision. These sorts of Mutants tend not to be as strong as the first two groups, as many of them have "average" powers comparatively, but some do break that mold in that they would have been recruited regardless of their blood ties. There have been cases where the genetic predisposition to a spot at the school has resulted in the student declining the offer. This is the only situation in which the student or their parents is allowed to decline the offer.
4. If a Mutant's power is deemed sufficiently useful in that it may be put to phenomenal use in protecting people from harm indirectly, the team may decide that they should be recruited. These Mutants tend not to possess a powerful ability for combat, exactly, but their skills can often be used to great effect to augment their allies' skills through use of technology or mystic means.

The staff at the school consists solely of graduates. A graduate student will remain on and become a teacher under one of a few different conditions. Some teachers find their powers still unmanageable, so they stick around at the school to keep working toward better control. Most of them want to pay it forward by helping the new students the same way that they were helped by their own teachers at school.
Students are urged to refer to the headmaster solely by title and the teachers in whatever way each prefers to be called. Not knowing the way, students are encouraged to refer to them by their last name, prefixed by "Professor."

~ Who Are You? ~
You are a Mutant. Mutants are not rare. In fact, one in five humans is born a Mutant. Mutants are a generally accepted part of life here, in Milencia, though some people still like to refer to them as "freaks" from time to time in a derogatory capacity.
Within a month of discovering your new power, you have received an intricately hand-written letter, personalized to you, specifically. It addresses you by name and describes, at length, the power you possess. It also offers you a spot at the Praesent Academy for the Exceptionally Gifted. These letters are crafted by the Headmaster to specifically play to the character flaws of the one to whom it is addressed to make the person feel more or less obligated to accept.
The letter makes it clear that failure to comply may result in incarceration.
It is signed one Allison Praesent in elegant script, with an ink blot beside the "t" to indicate the end of the letter.
As such, you are a brand new student at this school. You know no one else there (though it is not unheard of for students to be from similar areas and thus be friendly already before school begins!) and will have to make all new friends. Your powers have, one way or another, qualified you for this spot, and you are aware of this school and its prestigious entry requirements, so you would more than likely be honored to have been recognized as Exceptionally Gifted.
As such, there is one last formality to complete before your enrollment will be considered complete. It's just a form you'll have to fill out...

The buckle is silver with an oval shape and a stylized P in the center. The background color of the buckle matches the student's chosen accent. Aside from the belt and form-fitting shirt- pants combo, the uniform is up to the student to design.
The standard issue uniform consists of:

x- gloves which reach halfway along the forearm and flare out slightly toward the end; accent runs along the sides of the glove and forms the Praesent symbol on the back of each hand

x- a standard-issue mask attached to the top; acts almost as a hood which is pulled up and over and leaves just the mouth exposed in a rectangle; eyes seem to glow the accent color, otherwise gray
