So I got bored and made a sig of Bill Kaulitz. I figured out how to silouette but I don't know if it's better than the one without them.

Quite the feat for MS Paint. I find myself curious on how you were able to do this on that program. Not sure which one I prefer, in the silhouette one I enjoy how the person stands out, but the white silhouette in the image I didn't like. However, if I was forced to pick one I'd go with the silhouette.

the reason Dion is asking which program your using - merely a guess - but i think it's because he doesn't want to bash you for which program you use. But for whichever program you use, it doesn't seem like Photoshop work, nor does it appear of GIMP's doing. So, i would probably assume MS paint, but you said that wasn't it, sooooo.
However, as for the tag, for it not being of gimp, nor Photoshop, I have to say it looks pretty decent. However, that's only at best IMO. There seems to be some serious flow problems, and the stock you used is VERY low quality. You always want to go for the highest quality image possible. As for the effects, they need major work; especially if you want it to look better.
If you want to get better results, I HIGHLY reccomend that you download GIMP, just to get you started. Trust me, it'll take you places; GFX-wise.

This is probably GIMP or Paint.net, I'm guessing. o-o; It doesn't seem like Photoshop.....
Anyway, as ToF said, serious, serious, serious, flow problems. Like.....really...
Bad image quality, and no blending. The symbol on the left stands out and just....bleh, it doesn't go with the siggy at all. No appropriate source of lighting either. Add focal, flow, lighting and sharpen out the siggy and the appeal will go up. Renders stand out too much so blend them all in. :x

Please don't take this as some direct criticism to your recommendations ToF, they're spot on for the most part, but the image quality is not bad at all; it's just not well rendered and the color scheme is throwing it for a loop. Plus, as far as I know MS Paint does not have a way of altering opacity or layer settings so it can't be that either considering the effect C4D covering the guy.
Anyway, there's a lot of problems with it but don't let that discourage you. We all start somewhere after all. Try to create direction with the tag in which everything seems to go towards and have your focal point somewhere inside of it. In this case your focal point is the head and then you have flow going in every direction. The cutout effect is also something to stay away from unless you're going into a retro/vector kind of style. In this case it just makes it really flat and creates anti-depth. You should also think about color schemes for example. Never make something monotone (like everything is a shade of purple in varying values) but you need to use multiple colors that work well together. Red and purple really don't work out well.
The shape and size of the tag is also a little odd. Having too much height like in this case can unbalance the sig and make it very top heavy. This one has a lot going on up top but the only thing on the bottom is that red shape so it conflicts a fair bit. I really am curious about what program you used too, not like it changes the appearance of the sig or anything, only because it helps us help you. The way we can tell you to approach a signature in PS is different than you would with Gimp. Plus, knowing what tools you had available does influence opinions. It's like someone building a bridge with 300 men (Photoshop) or someone building the same bridge alone (mspaint?lulz). That's really the only reason they were asking.

Ok, the program I use is the only one available to me. I am NOT allowed to download any other programs to play with pictures. Paint Shop Pro Photo X-2. I've heard that it is the very worst out there for this kind of thing, but I have seen other signatures made using the "Best" programs, and frankly, I hate them. I like the ones I make. The reason I didn't want to say what program was because people tend to discriminate against it before they look at the picture itself and decide if it's good or not. This has happened to me several times before and I have gotten told that I need to download this program or that program or whatever. And I'll have you know, I have the most popular phone backgrounds in town, which is another use for these on my Alias 2. It is also the reason that many of these are so big, because I want to use them on my phone and not have the icky stretch when I open it sideways so I can use the Qwerty board.
I just figured out how to make sillouettes, so I experimented with it. If you look at the first post, there is a version with none. The one posted later was to satisfy Lex so he could see it without the white.

I got rid of the background myself and I know I missed a lot in his hair. I mean, because it's always so crazy, how can I be perfect when I can't even see a lot of it?

Purple is one of my favorite colors and I think red, purple and black look excelent together. Thus the color combination.

I don't understand how you were able to come up with that post after what I said. I explained my problems, my reasons for choosing the colors I did, the reason for the size and the fact that everyone around here likes them. If you want to call yourself an idiot though, don't let me stop you, but know that I'm not the one who said it.

You got very long critiques and suggestions and you went defensive about your program when it was a simple question. Then, after that, you shat on every critique of the piece and told us (twice!) that essentially everyone adores your stuff so clearly we are daft or blind. Even though, with all due respect, it is a terrible signature that looks like it was constructed of only a handful of layers. It still is open to opinion. Everyone has their own thoughts on it. DoW has the right to say she likes her creation and wouldn't change it for the world. She finds accomplishment in her work.
On the fact side of things, humans have nature appeal to certain things. Artistic theory is finding these and by applying these to art pieces can somehow make the new creation appear more appealing than before. (You might want to try out what they are suggesting DoW. How much can it hurt?)
