I guess it's ahead of its time. It's not a good film for the first watch. Seeing it for the second time brought out more of its elements to me.
The first time I watched this the whole film seemed like a whirligig of activity and moved too fast. The second time I caught up with what each scene is trying to impart.
One of the reasons that made and make this successful besides its use of techniques known to modern film is its depiction of a self-made great man - his rise and fall in a human way. Sort of like if Tony Stark was made a movie of. This may be seen as a tract for how to and how not to run a successful life, or perhaps just a window into such a life.
It's a shame the Hearst newspapers stopped Welles's film career from growing at this point.
